    1. Of course many Ohio charter school teachers lack certification! That's the point: certification isn't the only indicator of success!
    2. It's not an NCLB loophole; your state law allows it.
    3. If certification is the path to perfection, and 98% of Ohio's traditional public school school teachers are certified, why are parents, particularly in Dayton, choosing charters?
